QUIZ ANSWERS: 2016 WEEK #14


1. RULING: A 3/12 A48. Even though this foul occurs with more than two minutes or more left in the half, the Referee may apply 3-4-3 the old fashioned way by using common sense and have the game clock start on the snap. Team A, in this play, should not be allowed to take up to 65 seconds to snap the ball. Four plays, for example, could be run in the added 25 seconds. It would be difficult at best for the rules committee to set guidelines for this beauty! NOTE: The four minutes in this play is an arbitrary number. You make the call on starting the clock with this and other possibilities.


2. RULING: A 4/15 A15; Snap. Dead ball foul. The 5-yard penalty will be accepted. Team B will not elect the ZAP 10 since they expect to get the ball. Since no ZAP 10, the game clock starts on the snap. This is the most likely outcome.


3. RULING: A 3/10 A30. A player may push, but may not pull, an opponent to reach a loose ball. B96 commits a holding foul. The first running play starts at the snap and ends when A67 picks up the loose ball on A's 24. The second running play starts when A67 picks up the ball and ends when A67 is downed. The foul occurred during the first running play. The basic enforcement spot is the previous spot. The 10-yard penalty is enforced from the previous spot, A's 20. Team A will give up two yards in order to replay the down. [9-3-4-b-1]


4. RULING: A 3/goal B8. Extend the period. Both teams fouled during the down. B62 committed a blocking below the waist foul in Team B's end zone after the interception by B44. A82 committed a live ball personal foul during B44's advance. Team B gained possession with clean hands. If Team B declines offsetting fouls, Team A will accept the penalty for B62's blocking below the waist foul which would result in a safety. The score would be A30-B28. It would be B f/k B20. Team B will accept offsetting fouls and hope for another bad snap. The down will be replayed.


5. RULING: Touchback. Go to Extra period. B98 provided the impetus for the ball being in A's end zone since he batted a loose ball after it hit the ground. Following A8's punt, the ball never entered the field of play. It would be a safety if the punt landed in the field of play and took a reverse bounce into and out of A's end zone.


6. RULING: B 1/10 B22; Snap. Game clock: 0:48. A88 is guilty of throwing an illegal forward pass. The 5-yard penalty is enforced from the spot of the foul and includes a loss of down. Per the ZAP 10 mechanics, Team B will elect the ZAP 10. Team A could take a timeout to avoid the ZAP 10 and will likely do so resulting in the clock starting on the snap. Read Rule 3-3-2-f carefully. The exception, 3-4-4 applies. If there is a 10-second runoff, the game clock starts on the ready. If there is no 10-second runoff, the game clock starts on the snap. If Team A had no timeouts remaining, the PPID concluded that the clock would start on the ready even though Team B next snaps the ball.


7 . RULING: A 3/4 B24; Snap. No foul. There is no live ball. This is not a dead ball foul. This would have been a live ball foul if the SJ didn't kill the play. The game clock is reset to 0:24 if necessary. If the SJ did not kill the play, it would be A 3/9 B29; Snap. This would be a live ball illegal substitution foul. The game clock would stay at 0:21.
