QUIZ ANSWERS: 2016 WEEK #12


1. RULING: A 1/goal B9. This play also appears as Play #1 on 2016 Quiz #3 with a ruling of B 1/10 B20, which the NCAA supported by citing 8-4-2-b-1. Intelligence reports that this is no longer the case, and that A 1/goal B9 is now the correct ruling. It is not clear to Pigskin Page operatives why common sense has finally prevailed, but we do know that it is a good change. The NCAA changed this ruling on October 31, 2016. The previous ruling was B 1/10 B20 which is supported by 8-4-2-b-1. The Pigskin Page has requested a change to 8-4-2-b-1 for the past couple of years with zero success. 2. RULING: B 1/10 B10. Postscrimmage kick enforcement applies with B's 20 the postscrimmage kick spot. If Team A declines the penalty, Team B may elect to take the ball on B's 36. Before this rule was changed, it would be B 1/10 B26. A88 picks up 16 yards with his violation. (COMMENT: Play unilkely to occur but understanding rules helps for handling plays likely to occur.)


3. RULING: Extra period. Team B will decline the penalty for A49's grasping the face mask personal foul and the game will go into an extra period. The penalty does not carry over to the extra period. A personal foul, live ball or dead ball, is not considered an unsportsmanlike foul and is not subject to the two unsportsmanlike fouls disqualification rule. However, A49 would be disqualified if the foul was considered flagrant. In this play, the penalty still would not carry over to the extra period. Live ball unsportsmanlike conduct fouls are noncontact fouls.


4. RULING: A 1/goal B1. The clock starts on the snap. The 10-yard penalty for B72's holding foul is enforced half the distance from B's 2. Team B loses the privilege of taking the ball at the spot of the violation since the penalty for a live ball foul during the down was accepted. If A23 was able to make it into Team B's end zone, Team B would get the ball at the spot of the illegal touching. If Team B's foul was a personal foul, the touchdown would count. (NOTE: It is not always a career saving move to base onfield decisions on what the crew thinks may be fair.)


5. RULING: Safety. The final score is A29-B28. Team A scores a one-point safety. The penalty for the illegal forward pass is declined by rule. However, the result of the play is a safety since B44 provided the impetus for the ball being in B's end zone. (8-3-4-a)


6. RULING: Touchdown. B try A3. The movement by A77 is an illegal motion foul, a live ball foul (7-1-4-b & c). A shift is a simultaneous change of position by two or more offensive players after the ball is ready for play for a scrimmage play and before the next snap. This is not a false start, and a dead ball foul, since A77 is not simulating action at the snap. This is not a false start of the second kind since all Team A players were set for at least a second. COMMENT: If the rules committee wanted this to be a dead ball foul, they would have restricted movement of a single offensive player after the one second to a back legally in motion.


7. RULING: Safety. A f/k A20. The score is A24-B22. It is illegal to intentionally throw the ball backward and out of bounds to conserve time. Punter A6 threw the ball backward and out of bounds but not to conserve time. There is no foul. However, the impetus is from A6's backward pass. The result of the play is a safety. There is no other option. NOTE: The ruling would be the same if A6 batted the ball from the field of play through A's end zone or if A6 recovered and carried the ball through A's end zone.
