QUIZ ANSWERS: 2016 WEEK #10


1. RULING: B 1/10 A42. The ball becomes dead when touched by A88 who is considered out of bounds when he touched the ball. The out of bounds precedes touching of the kick by interpretation. The result of the play is a free kick out of bounds. The 5-yard penalty is enforced from the out of bounds spot, A's 47. NOTE: A player cannot catch or recover a ball while airborne. A completed catch is redundant. It is a catch or it is not a catch. A catch or recovery and player possession are simultaneous. (4-2-1-b)


2. RULING: B 1/goal A8. The ball belongs to Team B since the ball went out of bounds. Tack on penalty enforcement does not apply since the punt does not cross the neutral zone. Team B could accept the penalty enforced from the spot of the foul resulting in a safety and two points for Team B. Team B will likely elect to put the ball in play on A's 8 although facts and circumstances may dictate otherwise.


3. RULING: Touchdown. The game ends with the final score A31-B28. Since Team A is in a scrimmage kick formation and it is reasonable that a scrimmage kick will be attempted, the five linemen numbered 50-79 requirement is waived. The interior linemen are numbering exceptions and ineligible receivers. The players on the end of the line are eligible receivers unless they are numbered 50-79. There is no need to play the try since one team is ahead by more than two points.


4. RULING: B 1/10 A39. Team B will decline the penalty for A66's foul and keep the ball. Except for kick-catch interference, penalties for all fouls by the kicking team during any free kick play (except field goal attempts) are enforced either at the previous spot or the spot where the dead ball belongs to Team B. The scrimmage kick play ended when A88 gained possession. Therefore, A66 did not foul during a scrimmage kick play so there is no tack-on.


5. RULING: A 1/10 A27. The ball "belongs to" Team B at the end of the down because Team B was in possession when the down ended. However, Team A would next put the ball in play. Thus, postscrimmage kick enforcement does not apply. The 10-yard penalty is enforced from the previous spot. If it was 4th/13 A17, Team A would likely take the result of the play - touchback.


6. RULING: Touchdown. A try B3. Because B44 gave a waving signal, valid or invalid, and did not touch the ball. he may not block an opponent during the down. The penalty would be 15 yards from the spot of the foul. However, the foul is not considered a personal foul and there is no penalty to enforce on the try or the succeeding kickoff. (6-1-3-a)


7. RULING: B 1/10 B39; Snap. Team B will decline offsetting fouls. Then, Team A will accept the penalty for Team B's holding foul. Postscrimmage kick enforcement applies since the kick crossed the neutral zone, the foul occurred before the end of the kick and Team A does not next snap the ball. The postscrimmage kick spot is A's 43. The 10-yard penalty is enforced from the spot of the foul, B's 49, which is behind the postscrimmage kick spot. Team B is unlikely to accept offsetting fouls which would result in the down being replayed.
