QUIZ ANSWERS: 2016 WEEK #9


1. RULING: A 2/17 A15. A measurement may be required. If Team A made a first down, the clock starts on the ready since the clock stopped for the foul and for the first down. If Team A did not make a first down, Team B may elect that the clock start on the snap since they are behind in the score or if the score is tied.


2. RULING: A 1/goal B2; Snap. The clock starts on the snap since a Team A ball carrier ran out of bounds with fewer than two minutes remaining in the half. Since the ball was snapped inside B's 17, the penalty from the previous spot shall place the ball on B's 2. The half the distance provision does not apply for defensive pass interference except during a try when the ball is snapped on or inside B's 3 (7-3-8-Penalty).


3. RULING: A 1/10 B17. Under the spirit and intent of the horse collar rule, protection is extended to a ball carrier who (a) fumbles; (b) throws a forward pass; (c) throws a backward pass; (d) etc. If the action would have otherwise been a foul had the ball carrier not fumbled or passed the ball, it is a horse collar foul. This foul is similar to a face mask foul where the foul occurs but the ball carrier continues running. The 15-yard penalty is enforced from the end of A49's run, B's 32.


4. RULING: A 4/goal B22. Extend the period. The result of the play is a touchdown. A33 commits an illegal batting foul when he bats the backward pass in flight forward. The reason for his batting is not relevant. The penalty is 10 yards from the spot of the foul, B's 12, but the penalty does not carry a loss of down. (9-4-2)


5. RULING: B 1/10 A22. Extend the period. Team B will elect that the 5-yard penalty be enforced from the spot where the subsequent dead ball belongs to Team B, B's 27. There are two spots of illegal touching. Team B will not take the ball at the first spot of illegal touching, A's 24, because (a) the 5-yard penalty would not be tacked on; and (b) the period would not be extended. The second spot of illegal touching is also the spot of illegal recovery and where the subsequent dead ball belongs to Team B. The ball belongs to Team B per Rule 6-3-6-a.


6. RULING: Touchback. Game over. The final score is A24-B28. The catch or recovery by an airborne player is treated the same as the catch of a forward pass or the catch or recovery or a backward pass. The player must come down inbounds and have control of the ball in order to catch or recover the ball. This play is treated the same as a loose ball going out of bounds in B's end zone. (4-2-4)


7. RULING: B 1/10 A18. Team B could accept two points for the safety as a result of penalty enforcement (8-5-1-b). Team B will likely elect to have the 10-yard penalty enforced from the spot where the subsequent dead ball belongs to Team B, A's 28. If the score was A33-B24, for example, Team B would most likely take the penalty for the safety making the score A33-B26. It would be A f/k A20.
