QUIZ ANSWERS: 2014 WEEK #14


1. RULING: A 1/10 B10. When defensive pass interference also involves a personal foul, the offending team may accept the penalty for either foul. Team A will accept the penalty for the defensive pass interference foul. The 15-yard penalty is enforced 15 yards from the previous spot, B's 25. The 15-yard penalty for the personal foul would be enforced half the distance from the previous spot, B's 25. If the defensive pass interference involves holding, only the penalty for defensive pass interference can be enforced.


2. RULING: Touchdown. A try B3. A player eligible to touch a legal forward pass may bat the legal forward pass in flight in any direction. By interpretation, propelling the ball by airborne A88 is considered a bat. Legal play. (NOTE: A similar play occurred in the 1991 Peach Bowl. The UNC passer threw a legal forward pass toward the sideline. An Auburn player, while airborne at about a 45 degree angle over the sideline received the pass. While still airborne, the Auburn player "flipped" the ball to a teammate who was inbounds. The teammate caught the ball and was then tackled. A good understanding of Rule 2 is beneficial).


3. RULING: A 1/10 A41. The foul occurred during the running play that includes A33's fumble. The 10-yard penalty is enforced from the end of A33's run (also known as related run), A's 31. Enforcement of the penalty results in a first down.


4. RULING: A 4/2 B12; Ready. Offsetting fouls. The fouls offset. The penalties cancel. A penalty must be accepted for the ZAP 10 election option to apply. With offsetting fouls, the penalty is really neither accepted nor declined. This trumps the fact that A67's foul caused the clock to stop. (3-4-4-e)


5. RULING: The first half ends. Team B is the team last gaining possession and did not foul before last gaining team possession. Team B will decline offsetting fouls. Team A then has the option on completing the penalty against Team B. Team A will likely decline the penalty. Team B could elect offsetting fouls to replay the down and extend the period. If Team B declines offsetting fouls and Team A accepts the 10-yard penalty for holding (they will not), it would be B 1/10 A14 and the period would be extended.


6. RULING: B 1/10 B7. Team A will accept the penalty for B56's block in the back foul. The foul carries postscrimmage kick enforcement since Team B is in possession when the down ends. The 10-yard penalty is enforced half the distance from the end of the kick, B's 14. In the unlikely event that Team A declines the penalty, Team B may elect to put the ball in play at the spot of the fumble, B's 22, or replay the down. This is an example of the adage, "Completing the penalty trumps inadvertent whistle options".


7. RULING: A 4/goal B19; Ready. The 15-yard penalty is enforced from the succeeding spot, B's 4. There is no ZAP 10 since ZAP 10 requires the foul must be committed by a player of either team (3-4-4). A coach is not a player and neither is a substitute. If the rules committee wanted the rule to apply to a coach and/or a substitute, they would have so stated. It is reasonable to assume that Team A will be in position to kick a 36-yard field goal when the Referee winds the clock.
