QUIZ ANSWERS: 2014 WEEK #12


1. RULING: A 4th/6 B36. Offsetting fouls. Extend the fourth quarter. A field goal attempt would be from 53 yards out. This ruling follows 7-3-10 as written, though the "Officiating Philosophies" in the mechanics manual indicate that Ineligible Downfield should not be called. If not called, it would be A 1/10 B21, and Team A would likely line up for a 38-yard field goal attempt. Thus, (a) should the mechanics manual trump the rule book; or (b) should the rule be changed to include this exception?


2. RULING: A 1/goal B2. The 10-yard penalty for B44's illegal batting foul is enforced half the distance from the previous spot, B's 4, resulting in a first down. The result of the play is a touchback since Team A put the ball in B's end zone. The batting by Team B did not add new impetus.


3. RULING: B 1/10 B49. Rule 6-1-8 states that the penalty may be tacked on at the "spot where the subsequent dead ball belongs to Team B." The rule says nothing about a change of team possession during the down. The ball belongs to the team in possession when the down ends (2-4-2). The spot where where Team B recovers while grounded is the spot where the dead ball belongs to Team B. The spot where the ball belongs to Team B is the spot where Team B will next snap the ball. 4. RULING: B 1/10 B35. Simultaneous touching won't cut it! The officials must determine who touched the ball first. In this play, if neither official will back off, the referee will make an executive decision and conclude that A88 touched the kick first. Therefore, illegal touching occurs. It is Team B's ball at the spot of illegal touching, B's 35. This is similar to the play that sometimes occurs after the ready for play and before the snap when both teams are in formation. "Simultaneously", wideout A88 lurches forward (false start) and nose tackle B66 contacts the snapper (offside). The referee must use the information provided by the officials and determine what foul occurred first. These fouls cannot be offsetting.


5. RULING: B 1/10 A35. The 15-yard penalty is enforced from the spot of the foul, the 50. Declination of the penalty would result in the down being replayed. In either case, if time expired in a quarter during the down, the period would be extended with an untimed down. If an inadvertent whistle occurs during a down in which a foul occurs and the penalty is accepted, the inadvertent whistle is ignored.


6. RULING: A 4/8 A22; Snap. Team B will accept the 5-yard penalty. Team B will not elect the ZAP 10 since they are behind in the score and need to conserve time. Since Team B does not elect the ZAP 10, the game clock starts on the snap (3-4-4-a & c).


7. RULING: B 1/10 A29; Snap. The down includes a scrimmage kick play and a running play. Team A failed to make a first down on fourth down. Team B could, but will not, elect to have the penalty for the illegal formation foul enforced from the previous spot. Since the kick did not cross the neutral zone, the 5-yard penalty is not enforced from the spot where Team B will next snap the ball, A's 29.
