QUIZ ANSWERS: 2014 WEEK #10


1. RULING: A 4th/8 A12. B96 must leave the game for one play. Team A will accept ZAP 10. The game clock is set to 0:36 and starts on the ready. The play clock is set to 0:25 (Reference: 10-Second Runoff - Play Situations Bulletin - Play #12 - July 15,2013). If B96’s helmet does not come off, a 40-second play clock from 0:46 would most likely allow Team A to run out the clock with their punt. There is a possibility now that Team B could score although the probability is low. If Team B does score, B96 might receive a game ball!!!


2. RULING: A 1/10 B21; Ready. The 15-yard penalty is enforced from the end of A33's run, B's 36. The NCAA has stated that under the spirit and intent of the horse collar rule, protection would be extended to A33. If the action would have been a foul had A33 not fumbled or passed the ball, then it would still be a foul. The horse collar personal foul also applies if the ball carrier fumbles, throws a forward pass or a backward pass (passer or ball carrier out of tackle box). 3. RULING: A 3/2 B32; Ready. The play clock is set to 40 seconds. If the fumble was out of bounds behind the spot of the fumble or a ball carrier or a backward pass went out of bounds with 1:59 on the clock, the clock would start on the snap (exception: backward pass out of bounds to conserve time). NOTE: What if an official suspects that the clock should have stopped before 1:59 when a ball carrier goes out of bounds? The solution is left as an exercise for the officials on the field. 4. RULING: A 1/10 B42. Team A will decline the penalty for Team B's foul. The foul occurred before A33 gained possession of the ball. The basic enforcement spot is the previous spot. If the handoff was quick and clean, it is reasonable to some folks to assume that the foul occurred after A33 took the handoff and therefore the penalty would be enforced from the end of A33's run, B's 42. If the handoff was quick and clean, other folks may assume that the foul occurred before the handoff. That said, the officials must determine if the foul occurred before or after A33 secured the handoff.


5. RULING: A 1/10 B20. The foul is defensive pass interference that also involves a personal foul. This has been known these days as a combination foul. Team A will accept the penalty for the personal foul. If B44 held A88, it would be A 1/10 B25. The foul occurred against an eligible receiver beyond the neutral zone and the legal forward pass crossed the neutral zone. There would have been no foul if contact was established above the waist immediately after the snap within one yard beyond the neutral zone. (7-3-9-e)


6. RULING: Touchdown (2 points). A f/k A20. Distance penalties for fouls during a try after a change of team possession are declined by rule except for flagrant personal fouls and unsportsmanlike fouls. The penalty for A64's personal foul is declined by rule. The 15-yard penalty for A14's unsportsmanlike foul is enforced on the succeeding kickoff. (8-3-4-a)


7. RULING: A 4/5 A40. Incomplete legal forward pass. Legal play, not a foul for intentional grounding. The passer only needs to get the ball into an area code where there is an eligible receiver, whether or not the receiver has a chance of catching the pass.
