QUIZ ANSWERS: 2014 WEEK #8


1. RULING: Game ends. The offside foul is not considered as one of the reasons for the clock to stop when considering ZAP 10. The clock is considered stopped for A66's helmet coming off. This ruling is at odds with the most recent written interpretation (March 21, 2012 Bulletin - Play #15). However, informed sources tell the Pigskin Page that our ruling reflects the rules editor's current thinking. Perhaps a bulletin in the near future will clarify this for everyone.


2. RULING: A 4/11 A29; Snap. Illegal formation. Once a player establishes himself as an exception to the numbering rule, that player must maintain his position as an interior lineman until the snap. That player cannot (a) move to an eligible receiver position and be there at the snap; nor (b) move to an eligible receiver position and then return to an ineligible receiver position before the snap. Once covered, an exception must remain covered. Teams just cannot screw with the numbering exceptions to confuse the defense. The exceptions came in so the inside "gunners" did not have to use pull over jerseys or another jersey with numbers 50-79. Team A could have avoided the foul by taking a team timeout.


3. RULING: B 1/10 A32. The foul is for illegally kicking the ball, not an illegal kick. Team B will accept the 10-yard penalty enforced from the spot of the foul, A's 42. The penalty carries a loss of down and is more advantageous than taking the result of the play. There was no scrimmage kick during the down so the tack-on penalty is not an option.


4. RULING: A 4/goal B4; Ready. The ball becomes dead when touched by A82 while A82 is in contact with the goal line pylon. The ball is considered to have gone out of bounds between the goal lines even though the ball has not penetrated the plane of the sideline. The fumble went forward and out of bounds and is returned to the spot of the fumble, B's 4. A82 cannot catch or recover the ball while his foot is out of bounds including contacting B's goal line pylon.


5. RULING: B 1/10 B44. The foul by A88 is a live ball foul. Team B is likely to have the 15-yard penalty enforced from the spot where the subsequnt dead ball belongs to Team B, B's 29. Team B could elect that the penalty be enforced from the previous spot, A's 38. It would be A 4/17 A23. Team B could, but will not, elect to take the ball at the spot of illegal touching without penalty enforcement. It would be B 1/10 B37.


6. RULING: Safety. A f/k A30. The result of the play is a safety. Team A scores one point. When an illegal forward pass is incomplete, the ball is dead and belongs to the passing team at the spot of the pass (7-3-7-c). Following Team B possession on a try, distance penalties against either team are declined by rule. However, since B65 was responsible for the ball being in Team B's end zone, the result of the play becomes a safety. The impetus for the ball being in B's end zone is B65's run. If momentum carried B65 into Team B's end zone, there would be no safety.


7. RULING: A 4/23 B33; Ready. The clock starts on the ready. If the penalty is accepted, the 5-yard penalty would be enforced from the spot of the foul, B's 26. The penalty will be declined since the out of bounds spot is more than five yards behind the enforcement spot. Rule 3-4-3 refers to the foul, not whether or not the penalty is accepted or declined. Rule 3-3-2-e-14 also applies. ZAP 10 does not kick in (and 3-4-3 kicks out) until less than one minute remains in a half.
