QUIZ ANSWERS: 2014 WEEK #4


1. RULING: B 1/10 B12. Team A was in team possession when the down ended and did not foul prior to gaining team possession. Team A will likely decline offsetting fouls. Team B will then decline the penalty for Team A's foul. Since the penalties for all fouls are declined, Team B will take the ball at the spot of illegal touching, B's 12. The down is replayed if Team A accepts offsetting fouls.


2. RULING: Touchback. Final score A28-B27. The impetus for the ball being in A's end zone is the bat by B66. Since the second punt never entered the field of play, the impetus continues to be B66's bat. The result of the play is the same as it B66's bat went out of bounds over the end line. COMMENT: This play is not known to have occurred in a game and is unlikely to occur in a future game. However, the play brings out the application of the impetus rule. Reference: 2011 NCAA Football Bulletin #4, Play #2.


3. RULING: Game over. Final score A27-B28. The clock would not have stopped if A88 was ruled down in the field of play. Therefore, time is not put back on the clock. If Team A had a timeout remaining, they would take the timeout and the game clock would be set to 0:02, the time on the clock when the ball carrier was down.


4. RULING: A 3/14 B24; Ready. The game clock is set to 0:06. The play clock is off. Team B will accept the penalty and elect the ZAP 10. The penalty includes a loss of down (7-2-1-Penalty). If Team B declines the penalty, it would be A 3/16 A26 but the clock would start on the snap (3-3-2-e-14). If one minute remained in the half, the clock would start on the ready whether the penalty was accepted or declined. [100507]


5. RULING: A 1/10 B48. B96 fouls during the running play that includes A17's run. The 15-yard penalty is enforced from the previous spot, A's 37. If B96 committed the personal foul after A24 got possession, the 15-yard penalty would be enforced from the end of A24's run, A's 46.


6. RULING: B 1/10 B4 The momentum rule applies since B23 recovered the ball on B's 4 and Team A was last in team possession. The 10-yard penalty for B55's holding foul, if accepted, would be enforced from the previous spot, A's 35. Team A will decline the penalty. Postscrimmage kick enforcement only applies to a scrimmage kick.


7. RULING: B 1/10 A18. The result of the play is a touchdown for Team B. All four conditions for postscrimmage kick enforcement are met. However. Rule 2-25-11 does not define the end of the kick. A Pigskin Page editorial change will put that spot on A's goal line. The 10-yard penalty is enforced from the spot of the foul, A's 8.
