QUIZ ANSWERS: 2014 WEEK #3


1. RULING: A retry B-3/4. The 5-yard penalty for B77's offside foul is enforced from the previous spot, B's 3. The 15-yard penalty for B66's dead ball personal foul is enforced half the distance from the succeeding spot, B's 1-1/2. After the try, it will be A f/k 50 after enforcement of the 15-yard penalty for B94's personal foul. Once Team A elects to have the penalty for B94's foul enforced on the succeeding kickoff, they cannot later elect to enforce the penalty on the try.


2. RULING: A 2/11 A29. The 10-yard penalty is enforced from the spot of the foul, A's 39, which is behind the end of the run, B's 48, and in advance of the previous spot, A's 37. The completion of a penalty or a violation for a live ball foul overrides application of the inadvertent whistle options. If A66 did not foul, it would be A 1/10 B48 as Team A would not elect to replay the down.


3. RULING: B 1/10 B2. The clock starts when the ball, loose from the muffed backward pass, completely crosses the plane of Team B's goal line. B45's backward pass went out of bounds between the goal lines. The ball will next be put in play by Team B at the inbounds spot. If the pass was forward, the ball would become dead when the pass hit the ground. The result of the play would still be a touchback. Acceptance of the penalty results in a safety.


4. RULING: A 1/10 A49; Play clock: 40. A18's pass is a legal forward pass. It would be an illegal forward pass if ball carrier A18 advanced beyond the neutral zone and a Team A player ended up throwing a pass from behind the neutral zone. The play clock cranks up at 40 seconds.


5. RULING: A 3/9 A41. False start by A88. B96 entered the neutral zone between A66 and A77. Thus, only these two players are considered threatened. It would be a dead ball offside foul on B96 if both A77 and A88 moved simultaneously. If B96 entered the neutral zone directly in front of A77, then A66, A77 and A88 would all be considered threatened. In that case, B96 would have committed a dead ball offside foul.


6. RULING: A 1/10 B28;Ready. Game clock: 0:07. There is no ZAP 10 since the clock was stopped to award Team A a first down. The 15-yard penalty is enforced from the succeeding spot, B's 13. If the measurement showed that Team A was short of a first down by one inch, for example, the clock would have been stopped because of the foul. 7. RULING: B 1/10 A18. The result of the play is a touchdown for Team B. Postscrimmage kick enforcement applies. The end of the kick is A's 1. The 10-yard penalty is enforced from the spot of the foul, A's 8.
