QUIZ ANSWERS: 2014 WEEK #1


1. RULING: Touchdown. Enforce penalty on try or free kick. Rule 10-2-5-a-1 trumps all. If A55 was downed in the field of play or if B66's foul was a block in the back, it would be B 1/10 B4. Team A would accept the penalty since it would be B 1/10 B20 if Team A declined the penalty. (A.R. 2-12-2-I)


2. RULING: Safety. A f/k A20. The score is A27-B20. Team B could elect that the 10-yard penalty be enforced from the spot where Team B has team possession when the ball becomes dead. It would be B 1/10 A14. Team B's best shot is to take the safety regardless of their timeouts remaining.


3. RULING: Touchdown. Enforce on try or f/k. Live ball foul. The 15-yard penalty for unsportsmanlike conduct is enforced. Rule 10-2-5-a-1 trumps all other rules including 9-2-2-b.


4. RULING: A 1/goal B2; Snap. The result of the play is a touchback. A33 provided the impetus for the ball being in B;'s end zone. The batting of the ball in Team B's end zone is a foul. The 10-yard penalty is enforced half the distance from the previous spot, B's 4. The yardage results in a first down.


5. RULING: A 4/10 A40. Team A commits an illegal formation foul. A scrimmage kick formation is a formation with at least one player seven yards or more behind the neutral zone, no player in position to receive a hand to hand snap from between the snapper's legs, and it is obvious that a kick may be attempted (2-16-10). When A5 goes in motion, Team A is no longer in a scrimmage kick formation at the snap. Therefore, Team A must have at at least five linemen numbered 50-79 on the line of scrimmage at the snap (7-1-4-a-5).


6. RULING: B 1/10 A35; Snap. Game clock: 0:25. The five yard penalty is enforced from the spot of the foul, A's 30. ZAP 10 applies before a change of team possession during the down based on a 2013 rule change (3-4-4-a). NOTE: The rule change supercedes 2011 CFO Bi-Weekly Rules Quiz #4, Play #10.


7. RULING: A 2/21 B41; Ready. Game clock: 0:16. The false start for the illegal shift of the second kind occurs at the snap and is treated as a dead ball foul with the play being shut down. This illegal substitution foul is a live ball foul. Thus, B97's presence on the field of play is not a foul because the ball never became live. The false start caused the clock to stop. Team B may, and will, elect the ZAP 10.
