QUIZ ANSWERS: 2013 WEEK #11


1. RULING: A 1/10 B14; Ready. Game clock: 0:09. The delay of game foul occurred after a first down and prior to the ready for play so the 5-yard penalty is enforced and then the chain is set. There is no ZAP 10 since the clock was stopped when the foul occurred. NOTE: There are differences of opinion as to whether the ready for play should (a) coincide with the R waving the U off the ball; (b) be given after the U has taken his position; or (c) somewhere in between.


2. RULING: B 1/10 A14. The 10-yard penalty is enforced from the spot of the foul, A's 24. The penalty carries a loss of down since the batting did not occur beyond the neutral zone during a scrimmage kick. If the bat was muffed by a player of either team and went out of bounds on A's 18, it would be B 1/goal A9. The tack-on would apply since the kick crossed the neutral zone.


3. RULING: B 1/10 A13. Extend fourth quarter. As outlined in the targeting announcement bulletin dated July 2, 2013, targeting is a personal foul. Replay can reverse the disqualification but not the penalty for the personal foul. When the interference with opportunity foul also involves a personal foul, the penalty may be enforced from (a) the spot of the foul; or (b) the spot where the susequent dead ball belongs to Team B. In this play, The 15-yard penalty is enforced half the distance from A's 26. If the official had not called targeting for this textbook non-targeting foul, it would be B 1/10 B47. {2011 NCAA Bulletin #4, Play #4)


4. RULING: B 1/10 B40. The ball became dead when A88 hit the ground out of bounds. The most forward part of the ball when declared out of bounds between the end lines is the point of forward progress even if the ball is outside the sideline. When a ball carrier dives, jumps or even strides over the sideline, then forward progress is determined by the position of the ball as the ball crosses the sideline.


5. RULING: A 4/22 A18. The period is not extended. The period is not extended if the statement of the penalty includes loss of down. Whether Team B accepts or declines the penalty for the intentional grounding foul, Team A will next put the ball in play on A's 18, 4th down, to start the second quarter. Thus, Team A gets to punt with the wind to start the second quarter. NOTE: Prior rule change requests to add, "at the option of the opposing team have not been successful".


6. RULING: A 1/10 A19; Snap. The result of the play is a safety. The below the waist block by B36 against an eligible receiver beyond the neutral zone is a foul. A legal forward pass was still possible when the foul occurred. The basic enforcement spot is the previous spot since the run ended behind the neutral zone. The penalty is 15 yards and a first down.


7. RULING: A 1/10 A/25; Snap. Accidentally kicking the ball is considered a muff. The ball becomes dead when recovered by A72. Team A next puts the ball is play since a Team B player touched the ball after the kick crossed the neutral zone. The game clock may have to be adjusted.
