QUIZ ANSWERS: 2013 WEEK #10


1. RULING: Touchdown. A try B18. Unfair act. Dead ball foul (9-2-3-a). Rule 9-2-5 does not apply when there is interference with an official. The penalty may be enforced on the try or on the succeeding kickoff. Since there is no succeeding kickoff, the penalty is enforced on the try.


2. RULING: A f/k 50. Postscrimmage kick enforcement applies only to scrimmage kicks but not during a try, successful field goal or in an extra period. The basic enforcement spot for Team B fouls that occur during a free kick is the previous spot. If the penalty is declined, it would be B 1/10 A40. The penalty will be accepted.


3. RULING: A 1/10 B13. Postscrimmage kick enforcement does not apply in extra periods. The 15-yard penalty is enforced half the distance from the previous spot, B's 26, with Team A retaining the ball. If this field goal attempt was during regulation play, it would be B 1/10 B5 since the postscrimmage kick spot is B's 10. If this field goal attempt was during regulation play and a Team B player did not touch the ball after it crossed the neutral zone, it would be B 1/10 B9 since the postscrimmage kick spot would be the previous spot, B's 26, and the penalty would be enforced from the spot of the foul, B's 18.


4. RULING: B 1/10 B3; Snap. The 15-yard penalty for B66's postscrimmage kick foul is enforced half the distance from the end of the kick, B's 6. The tackle by A84 is not a foul unless (a) the contact was a personal foul; or (b) the signal by B44 was a valid signal. If the signal was a valid signal, the ball becomes dead on B's 8, the spot where B44 touched the ball. Then, enforcement of the penalty for the live ball foul by Team B followed by the penalty for the dead ball foul by Team A results in B 1/10 B19.


5. RULING: Extra period. The score remains A21-B21. Team A commits a false start of the second kind since all Team A players were not initially set for one second. The ball remains a dead ball. Team B will accept the penalty and then accept the ZAP 10. If Team A had a timeout remaining, there would be no ZAP 10 and the clock would start on the snap. The game clock would show 0:07.


6. RULING: A 1/10 A2; Snap. The muff by A77 in A's end zone is ignored. A Team B player, B96, was the first to touch the ball after the kick crossed the neutral zone. Thus, A66 may recover the ball but may not advance. (jw101713)


7. RULING: A 1/10 B17; Ready. A85 recovers A33's fourth down fumble in advance of the spot of the fumble so the ball is returned to the spot of the fumble, B's 2. The clock starts on the ready since the play is not a touchdown by rule and is considered to have ended on B's 2. Team A earned a first down on B's 2 so will decline Team B's offside penalty. The 15-yard penalty for A16's dead ball foul is enforced from the succeeding spot, B's 2. If time expired in the fourth quarter during the down, Team A would accept the penalty for Team B's offside foul.
