QUIZ ANSWERS: 2013 WEEK #4


1. RULING: A 3/3 A47; Ready. The pass was touched by A82 behind the neutral zone. By rule, the pass did not cross the neutral zone. Thus, the penalty does not carry a first down. The 10-yard penalty is enforced from the previous spot, A's 37.


2. RULING: B 1/10 B20 Touchback. The momentum rule becomes null and void when the ball enters the field of play unless the ball goes out of bounds between the goal lines. The foul occurs after a change of team possession in the field of play and the related run ends in B's end zone. Thus, the basic spot is B's goal line. If the penalty is accepted, it would be B 1/10 B10. Team B will decline the penalty. The result of the play is a touchback since A33 provided the impetus.


3. RULING: Unsuccessful try. The ball does not become dead until recovered by A64 in B's end zone. Although Team B will not next snap the ball, by rule there is a spot of illegal touching and this nullifes the score by Team A. It is reasonable to asume that Rule 6-3-2-a is not intended to imply that Team B must next snap the ball. Or, it is not reasonable to assume that Team A scores two points on the try.


4. RULING: A 1/goal B6; Snap. The clock starts on the snap. The pass by A44 is a legal forward pass. The advance by A88 is legal. The clock was stopped at the end of a legal kick down so starts on the snap since the next play is not a free kick or a try.


5. RULING: Safety. B f/k B20 The score is A26-B24. During a loose ball, a player may push but may not pull if they can legally catch or recover the loose ball. Team B will free kick from B's 20 since the penalty was accepted for a live ball foul during the last timed down of the period. The momentum rule does not apply since the ball became dead in the field of play. The basic enforcement spot is the end of B44's run which is in B's end zone.


6. RULING: Game over. Final score: A28-B27. The block by A77 is legal since the ball was not kicked. If A9 did kick the ball and it went out of bounds on A's 16, then A77's block below the waist would be a foul. The 15-yard penalty is enforced half the distance from A's 16 making it B 1/goal A8. The fourth quarter would be extended by an untimed down. (jw101610)


7. RULING: A 4/4 B44; Snap. The inadvertent whistle sounded during a running play. Team A was in possession so will most likely elect to replay the down. Team A could, but probably will not, elect A 1/10 A3. If A65 committed a block in the back foul on A's 2 during A84's advance, it would be A 1/10 A1. The inadvertent whistle then would not be a consideration. The clock starts on the snap because of the legal kick play during the previous down.
