QUIZ ANSWERS: 2013 WEEK #2


1. RULING: The series ends. B 1/10 A12-1/2. DQ A76. Targeting is a flagrant personal foul. Flagrant personal fouls and unsportsmanlike fouls after a change of team possession in extra periods are enforced from the succeeding spot. If the foul was by a Team B player, it would be B 1/10 A40. The A and B designations do not change until the next ready for play.


2. RULING: A 2/goal B15; Ready. Game clock shows 0:05. Zap 10 does not apply since the injury was not the only reason to stop the clock. The 10-yard penalty is enforced from the spot of the foul, B's 5, which is behind the end of A88's run, B's 4, and beyond the neutral zone, B's 6. ZAP 10 would apply and the game would end if A77 did not foul. A77 will receive a game ball if Team A scores a touchdown.


3. RULING: Second series ends. Second extra period ends. Third extra period is played. When A88 was contacting the ball and the sideline at the same time, he is considered out of bounds. Thus, the scrimmage kick went out of bounds. Scrimmage kicks that go out of bounds "belong to" the receiving team.


4. RULING: A 2/1 A49; Right hash mark. The 10-yard penalty is enforced from the end of A15's run, A's 39, since the foul occurred during a running play. There was no pass.


5. RULING: A 1/10 B22. B44 did not give a valid signal. A89 may legally push B44 after B44 muffed the ball. The ball becomes dead when A89 catches the ball on B's 7. The 15-yard penalty for A89's excessive celebration foul is enforced from the succeeding spot, B's 7. Team A is in legal possession when the down ends.


6. RULING: Touchdown. A try B3. A24 is charged with a fumble. There is no rule forbidding Team B players from going out of bounds and returning inbounds. On the other hand, all Team A players are prohibited from returning inbounds after voluntarily going out of bounds during a kick down (6-1-2-f and 6-3-12). Also, a Team A pass receiver will lose his eligibility if he goes out of bounds voluntarily (7-3-4). Neither of these rules apply to A24 in this play. A24 recovered the fumble inbounds. It would also be a touchdown if the play occurred on fourth down.


7. RULING: B 1/goal A9. A6's fourth down fumble is recovered by a teammate, A46, in advance of the spot of the fumble. The ball is returned to the spot of the fumble, A's 18. The 15-yard penalty for A68's dead ball personal foul is enforced half the distance from the succeeding spot, A's 18. Time may have to be put back on the clock.
