QUIZ ANSWERS: 2013 WEEK #1


1. RULING: B 1/10 B2; Snap. No touchdown. The ball goes over on downs. The offense gets the goal line extended when the ball carrier touches the ground in the opponent's end zone or touches the pylon. When A88 touches the pylon, he does not have possession of the ball. COMMENT: Consider score A24-B28 with game clock at 0:02 in the fourth quarter.


2. RULING: Game over. Final score A24-B28. ZAP 10 applies. The stopping of the game clock for the incomplete illegal forward pass trumps the fact that Team A made a first down. The fact that Team A made a first down would trump the reason for stopping the clock if an injury or helmet-off also occurred during the down. COMMENT: If the pass was complete for a first down, there would be no ZAP 10.


3. RULING: B 1/10 A39; Snap. The ball becomes dead when recovered by A67 who commits an illegal touching violation. Postscrimmage kick enforcement applies since Team B will next put the ball in play. Team B will decline offsetting fouls. Team A will accept the penalty for Team B's foul. The 10-yard penalty is enforced from the spot of the foul, A's 29. If Team A declines the penalty for Team B's foul, Team B will take the ball at the spot of illegal touching, A's 27. Enforce the penalty for Team B's foul and get on with the show.


4. RULING: A 1/10 A44; Snap. The game clock starts when the ball is touched by A88 as A88 touched the ball after the kick had gone 10 yards. The batting is legal since the ball was batted backwards. A88 does not foul since he did not return to the field of play. If A88 landed inbounds before the ball was recovered by A74, the 5-yard penalty would be enforced from the previous spot and it would be A f/k A30.


5. RULING: Touchback. B 1/10 B20; Snap. It is legal for B44 to push, but not pull, an opponent after the pass is touched (9-3-4-f-2). Thus, B44 does not foul. It is not a foul for a Team B player to go out of bounds and return and touch a legal forward pass. The restriction only applies to Team A players. The ruling would be the same if B44 controlled the pass while airborne and landed in B's end zone.


6. RULING: A 4/7 A23; Snap. The result of the play is a touchback. There appears to be a quirk in the rules where the ball actually "belongs to" (10-2-2-4) Team B even though Team A will next snap the ball. The subsequent dead ball "belongs to" Team B in A's end zone so that penalty enforcement won't work. It is reasonable to assume that the 5-yard penalty is enforced from the previous spot and the down replayed. If the fumble went out of bounds on A's 4, it would be B 1/goal A3. If the fumble went out of bounds on A's 10, it would be B 1/goal A5. NOTE: Postscrimmage Kick enforcement requires that Team B next put the ball in play which is not part of the tack-on rule.


7. RULING: B 1/10 B22; Snap. Team B will decline the penalty for A66's live ball foul. The ball belongs to Team B at the spot of illegal touching, B's 22. If Team B commits an unsportsmanlike foul during A6's run, the touchdown would count.
