QUIZ ANSWERS: 2012 WEEK #13


1. RULING: A 3/10 A30. A player may push, but may not pull, an opponent to reach a loose ball. B96 commits a holding foul. The first running play starts at the snap and ends when A67 picks up the loose ball on A's 24. The second running play starts when A67 picks up the ball and ends when A67 is downed. The foul occurred during the first running play. The basic enforcement spot is the previous spot. The 10-yard penalty is enforced from the previous spot, A's 20. Team A will give up two yards in order to replay the down. [9-3-4-f-1, 9-2-3-c-Exception (3)]


2. RULING: B 1/10 B26. No defensive player, in an attempt to block, bat or catch a kick, may place a hand on a teammate to get leverage for additional height. B57 placed his hand on an opponent which is legal. Team B next puts the ball in play on the yardline where the ball went out of bounds since the ball never crossed the neutral zone.


3. RULING: A try B1-1/2. The score is A33-B35. B95 commits a personal foul. Penalties for personal fouls by the opponent of the scoring team during a down in which a touchdown is scored are enforced on the try or succeeding kickoff. Since there is no succeeding kickoff, the accepted penalty is enforced on the try. B95 is excused for one play.


4. RULING: A 1/10 B24. A12 became the passer when he released the ball. Thus, the personal foul is considered roughing the passer. The 15-yard penalty is enforced from the end of the last run when that run ends beyond the neutral zone and there is no change of team possession during the down. The end of the last run is B's 39. The penalty carries a first down. The roughing the passer penalty is accepted and the offside penalty is declined. There is no need to consult Team A for their option. NOTE: This is a long standing interpretation. A reputable source indicates that the rules editor concurs.


5. RULING: A 1/10 B16. The ready occurs when the U spots the ball and backs up (2-2-4-a). All Team A players were set for one second (7-1-2-a). A33 was legally in motion since he started his motion after the shift ended (7-1-4-b-3). Thus, A33 was legally in motion at the snap. The fact that A33 goes in motion before the clock is started has no bearing on the legality of the motion at the snap. However, the ball may not be snapped before the R winds the clock. The R winding the clock should be simultaneous with the U backing off the ball. (Reference: 2012 NCAA Bulletin #1, Play #1).


6. RULING: A 4/goal B22. Extend the period. The result of the play is a touchdown. A33 commits an illegal batting foul when he bats the backward pass in flight forward. The reason for his batting is not relevant. The penalty is 10 yards from the spot of the foul, B's 12, but the penalty does not carry a loss of down. (9-4-2)


7. RULING: B 1/10 A22. Extend the period. Team B will elect that the 5-yard penalty be enforced from the spot where the subsequent dead ball belongs to Team B, B's 27. There are two spots of illegal touching. Team B will not take the ball at the first spot of illegal touching, A's 24, because (a) the 5-yard penalty would not be tacked on; and (b) the period would not be extended. The second spot of illegal touching is also the spot of illegal recovery and where the subsequent dead ball belongs to Team B. The ball belongs to Team B per Rule 6-3-6-a.
