QUIZ ANSWERS: 2012 WEEK #11


1. RULING: B 1/goal A4. The ball belongs to Team B since the ball went out of bounds. Tack on penalty enforcement applies. The 10-yard penalty is enforced half the distance from the spot where the subsequent dead ball belongs to Team B, B's 8 (6-3-7). Team B could accept the penalty enforced from the spot of the foul resulting in a safety and two points for Team B. Team B will likely elect to put the ball in play on A's 4.


2. RULING: Half ends. The fouls are not offsetting because false start does not appear in 10-1-5-Exception. Team B will accept the penalty for A66's dead ball foul. Unless Team A can use a timeout to avoid it, Team B will elect the ZAP 10 and the half will end. The 15-yard penalty for B96's dead ball foul will be enforced to start the second half.


3. RULING: A 1/10 A44; Snap. The foul occurred prior to the pass being thrown so the foul cannot be defensive pass interference. The legal forward pass crossed the neutral zone. The foul was against an eligible receiver. The foul occurred beyond the neutral zone. Therefore, the 10-yard penalty carries a first down.


4. RULING: A 1/10 B46. The pass was touched by A87 behind the neutral zone. Therefore, the pass did not cross the neutral zone. Ineligible receivers can go downfield at the snap, and also may block downfield, when the pass does not cross the neutral zone. Ineligible receivers may advance three yards beyond the neutral zone if the pass does cross the neutral zone. It is offensive pass interference if an ineliglble blocks an opponent downfield, even up to three yards unless initial contact is within one yard of the neutral zone, and the legal forward pass crosses the neutral zone. 5. RULING: A 4/goal B7. Team A will elect to replay the down. Extend the period . A67 may advance. The offense or defense may advance a backward pass that is caught or recovered on any down. A67 could not advance if A19 fumbled the ball. The inadvertent whistle rule applies. Team A will not take the ball on B's 4 since B's 4 is short of the line to gain, Team B's goal line.


6. RULING: B 1/10 B8; Snap. Team B did not foul before last gaining team possession. Team B will decline offsetting fouls. Team A will then accept the penalty for Team B's holding foul. The 10-yard penalty is enforced half the distance from the end of the run, B's 16, since the spot of the foul, B's 20, is in advance of the end of the run.


7. RULING: Extra period. Team B did not foul before last gaining team possession. Team B will decline offsetting fouls since they unlikely will want to give Team A another down. Team A then will most likely decline the penalty for Team B's blocking below the waist foul. If Team A accepts the penalty for B77's blocking below the waist foul, the quarter will be extended with an untimed down. It would be B 1/10 B10.
