QUIZ ANSWERS: 2012 WEEK #7


1. RULING: A retry B2. Left hash mark. After the five-yard penalty for the false start, the ball must be put in play at the left hash mark. The penalty for defensive pass interference is enforced from the previous spot and places the ball on B's 2 (7-3-8-Penalty). The ball may be relocated unless preceded by a Team A foul or offsetting fouls. There was a Team A foul during this try interval. Once Team A fouls, including part of offsetting fouls, they have done screwed themselves for that try. NOTE: Fouls offset, penalties cancel (8-3-2-c).


2. RULING: B 1/10 B20. Team A commits an illegal touching violation but this is not relevant in this play. The ball should have been blown dead when recovered by A56. B44 is not more than three yards beyond the neutral zone so his block is considered as occurring within or behind the neutral zone (6-3-1-b). When the ball hits the ground on B's 13, the kick has crossed the neutral zone. The ball is untouched by Team B after having crossed the neutral zone and is subsequently declared dead beyond the neutral zone. Team B will next snap the ball on B's 20 on or between the inbounds lines.


3. RULING: A 1/10 A42; Snap. There is no indication of a foul by A89. The batting by A89 is legal since the ball had gone at least 10 yards and the batting was backwards. The ball becomes dead when recovered by A77. The game clock should start when A89 bats (legally touches) the ball.


4. RULING: A 1/goal B2; Ready. The ball is returned to the spot of the fourth down fumble, B's 4. The result of the play is not a touchdown as the ball is returned to the spot of the fourth down fumble. Therefore, the clock was stopped to complete the penalty and will start on the ready. There was no change of team possession during the down. The 15-yard penalty for B96's roughing the passer foul is enforced half the distance from the end of A88's run, B's 4.


5. RULING: A 3/3 A27. Incomplete legal forward pass. Normally, a forward pass is determined by the point where the ball first strikes the ground, a player, an official or anything beyond the spot of the pass. However, when a Team A player is holding the ball to pass it forward toward the neutral zone, any intentional forward movement of his arm starts the forward pass (2-19-2-b). If a Team B player contacts the passer or ball after forward movement begins and the ball leaves the passer's hand, a forward pass is ruled regardless of where the ball strikes the ground, a player or an official.


6. RULING: A 1/10 B16; Snap. Postscrimmage kick enforcement does not apply since Team A is in possession when the down ends. If the penalty did not result in a first down, Team A may want to take the ball, 1st and 10, on B's 24. Acceptance of the penalty would result in a safety if B44 did not fumble and Team B had possession of the ball when the down ended. It would be a touchdown if, after this bat by B44, a Team A player caught or recovered the ball in B's end zone.


7. RULING: A 4/13 B33; Snap. Illegal block below the waist. During a down in which there is a free kick or scrimmage kick, all players are prohibited from blocking below the waist except against the ball carrier. The clock was stopped after a legal kick down. Both the foul and starting the clock on the snap are not contingent on whether the kick crosses the neutral zone.
