QUIZ ANSWERS: 2012 WEEK #5


1. RULING: B 1/10 A44; Snap. Game clock: 0:01. The ball becomes dead and the game clock is never started. The ruling is the same when a Team B player makes a fair catch.


2. RULING: Safety. Team A scores two points. The final score is A29-B27. The momentum exception ended when the ball entered the field of play and did not go out of bounds between the goal lines. Impetus is charged to the team that is responsible for the ball going from the field of play into B's end zone. B44 provided new impetus when his fumble went from the field of play into B's end zone (8-5-1-a). A muff does not add new impetus unless the ball is at rest. The fact that the spot of the fumble is in B's end zone is not relevant. The new impetus supersedes the momentum exception.


3. RULING: Safety. B f/k B20. Team possession changed in B's end zone. The related run by B44 ended in B's end zone. However, the result of the play is not a touchback. The basic enforcement spot is B's goal line since B44's related run ended in B's end zone. (10-2-2-d-2-c)


4. RULING: No score. B 1/10 A40. Offsetting fouls by B44 and A86 (3-1-3-g-3). Team B did not foul prior to gaining possession so the down is not replayed. The dead ball foul by B66 is enforced to start the next series. B66 is disqualified.


5. RULING: B 1/10 B4. The ball was legally kicked from behind the neutral zone. It is legal for a player to punt the ball from behind the neutral zone after a ball carrier has gone beyond the neutral zone. If A33 threw a forward pass, it would be an illegal forward pass since a ball carrier had previously carried the ball beyond the neutral zone.


6. RULING: The game ends. The final score is A26-B28. Team B may and will elect ZAP 10. After the ball is ready for play and before the ball is snapped, no player of the offensive team shall be in or beyond the neutral zone once the snapper is established. Dead ball foul for encroachment. The ball was never legally snapped. The 5-yard penalty would enforced from the succeeding spot, B's 22, if time remained in the fourth quarter. This is an unfortunate occurrence that cannot be equitably resolved.


7. RULING: B 1/10 A14. Extend period. A67 commits two fouls by participating after his helmet came off during the down. The 15-yard penalty for A67's personal foul will be enforced from the end of B44's run, A's 28. If A33 did not fumble, the 15-yard penalty for A67's foul would be enforced from the spot of the foul, A's 36. A67 will be excused for one down.
