QUIZ ANSWERS: 2012 WEEK #4

1. RULING: A retry B3 between hash marks. The 15-yard penalty is enforced half the distance from the end of A33's run, B's 2. A repeat of the down after a penalty against Team B may be from any point on or between the hash marks on or behind the yard line where the penalty leaves the ball.

2. RULING: A 1/10 A27. The ball "belongs to" Team B at the end of the down because Team B was in possession when the down ended. However, Team A would next put the ball in play. Thus, postscrimmage kick enforcement does not apply. The 10-yard penalty is enforced from the previous spot. If it was 4th/13 A17, Team A would likely take the touchback.

3. RULING: Touchdown. A try B3. Because B44 gave a waving signal, valid or invalid, and did not touch the ball. he may not block an opponent during the down. The penalty would be 15 yards from the spot of the foul. However, the foul is not considered a personal foul and there is no penalty to enforce on the try or the succeeding kickoff.

4. RULING: B 1/10 B39; Snap. Team B will decline offsetting fouls. Then, Team A will accept the penalty for Team B's holding foul. Postscrimmage kick enforcement applies since the kick crossed the neutral zone, the foul occurred three or more yards beyond the neutral zone and Team A was not in possession when the down ended. The postscrimmage kick spot is A's 43. The 10-yard penalty is enforced from the spot of the foul, B's 49, which is behind the postscrimmage kick spot. Team B is unlikely to accept offsetting fouls which would result in the down being replayed.

5. RULING: A 3/goal B8. Extend the period. B62 committed a blocking below the waist foul in Team B's end zone after the interception by B32. A82 committed a live ball personal foul during B32's advance. Team B gained possession with clean hands. If Team B declines offsetting fouls, Team A will accept the penalty for B62's blocking below the waist foul which would result in a safety. The score would be A30-B28. It would be B f/k B20. Team B will accept offsetting fouls and hope for another bad snap. The down will be replayed.

6. RULING: Touchback. Extra period. B98 provided the impetus for the ball being in A's end zone since he batted a loose ball after it hit the ground. Following A8's punt, the ball never left Team A's end zone. It would be a safety if the punt landed in the field of play and took a reverse bounce into and out of A's end zone.

7. RULING: Game ends. The final score is A24-B28. A85 became an ineligible receiver when he established his position inbounds after hitting the pylon. Thus, B44 did not commit a defensive pass interference foul. A85 commits an illegal touching foul. Since the penalty carries a loss of down, the period is not extended. Without replay, the touchdown counts. The score is A30-B28. The try is attempted from B's 3 as the penalty for defensive pass interference is declined by rule. The Team A QB will likely take a knee.
