QUIZ ANSWERS: 2012 WEEK #1


1. RULING: B 1/10 B25; Snap. ZAP 10 applies. Game clock shows 0:03. The incomplete illegal forward pass foul causes the clock to stop so ZAP 10 applies (3-4-4-a-3). Rule 3-4-4-a-3 does not include a change of team possession. However, the clock will start on the snap because Team B is awarded a first down and will next snap the ball (3-3-2-d-3). Rule 3-3-2-d-3 trumps (supercedes) Rule 3-4-4-c per Rule 3-3-2-f. Reference: 2011 CFO Quiz #4, Play #10. NOTE: 2012-13 NCAA Rule Book, Rule 3-4-4-a, FR-53, shows "before a change of team possession" inserted. In holding pattern awaiting details.


2. RULING: A 3/12 B22; Snap. ZAP 10 does not apply. Game clock shows 0:15. The five-yard penalty for A12's illegal forward pass is enforced from the spot of the foul and carries a loss of down. The clock is stopped for the apparent touchdown and the foul itself does not cause the clock to stop. Only an incomplete illegal forward pass causes the clock to stop. Since Rule 3-4-4-c does not apply, the clock starts on the snap per Rule 3-3-2-c. Reference: 2011 Examples: Ten-Second Subtraction, Play #10.


3. RULING: B 1/10 50. The ball became dead when B44 touched the ball while out of bounds. Since the ball did not penetrate the plane of B's goal line, this is considered a free kick out of bounds. The ball is placed at the hash mark on B's 35. The 15-yard penalty for A76's dead ball personal foul is enforced from the succeeding spot, B's 35. B44 is not flagged for a delay foul. If Team B elected to have the 5-yard penalty enforced from the previous spot, it would end up A f/k A15. If the untouched ball rolls into B's end zone, the ball will likely become dead (touchback) before being touched by B44.


4. RULING: A 4/16 B46. Illegal block. The snapper and tight end are restricted since they are more than seven yards from the middle offensive lineman. The middle offensive lineman is over near the left hash mark. NOTE: At least one college team uses this or a similar formation at times. COMMENT: Perhaps unintended consequence (9-1-6-Exception 2-a-1).


5. RULING: A 1/goal B1. Extend period. B96 commits a personal foul whether or not he puts his helmet back on. B96 must sit out the untimed down. Under the previous interpretation, the game ended with the score A21-B27. If A83 scores, the penalty can only be enforced on the try. 6. RULING: A 4/15 A15; Snap. Dead ball foul. The 5-yard penalty will be accepted. Team B will not elect the ZAP 10 since they expect to get the ball. Since no ZAP 10, the game clock starts on the snap. This is the most likely outcome.


7. RULING: Safety. A f/k A20. The play is reviewable and replay would reverse the call on the field. The play would not be reviewable if the backward pass went out of bounds between the goal lines. Without replay, it would be A 3/12 A8, the same as if the ball went out of bounds between the goal lines.
