QUIZ ANSWERS: 2011 WEEK #14


1. RULING: Safety. A f/k A30. The result of the play is a safety. Team A scores one point. When an illegal forward pass is incomplete, the ball is dead and belongs to the passing team at the spot of the pass (7-3-7-c). Following Team B possession on a try, distance penalties against either team are declined by rule. However, since B65 was responsible for the ball being in Team B's end zone, the result of the play becomes a safety. The impetus for the ball being in B's end zone is B65's run. If momentum carried B65 into Team B's end zone, there would be no safety.


2. RULING: Safety. A f/k A20. The score is A28-B26. A4 commits an illegal kicking the ball foul (not an illegal kick foul) by kicking the backward pass. The 10-yard penalty is enforced from the spot of the foul (A's end zone) and results in a safety. There is no fumble since no Team A player had possession. A snap is a backward pass. The result of the play is A 1/10 A21.


3. RULING: A 1/15 A39. The 5-yard penalty is enforced from the succeeding spot, A's 44. The 40-second clock was running when the Umpire placed the ball and stepped away to his position. This makes the ball ready for play. The foul occurred after the ready for play. The penalty for any dead ball foul incurred after the ball is ready for play shall be enforced after the line to gain is established. The referee's signal would be to only start the game clock and is not the ready for play signal when the 40-second clock is running. (2-2-4-a)


4. RULING: A 4/23 B33. The clock starts on the ready. If the penalty is accepted, the 5-yard penalty would be enforced from the spot of the foul, B's 26. The penalty will be declined since the out of bounds spot is more than five yards behind the enforcement spot. Rule 3-4-3 refers to the foul, not whether or not the penalty is accepted or declined. Rule 3-3-2-e-14 also applies. ZAP 10 does not kick in (and 3-4-3 kicks out) until less than one minute remains in a half.


5. RULING: Safety. A f/k A20. The final score is A28-B30. The ball went from the field of play into an end zone. The final impetus is from Team A's second punt. B66's initial impetus ended when A4's second punt landed in the field of play. COMMENT: This play is not known to have occurred in a game and is unlikely to occur in a future game. However, the play brings out the application of the impetus rule. Reference: 2011 NCAA Football Bulletin #4, Play #2.


6. RULING: Game ends. The final score is A21-B28. The 5-yard penalty is enforced half the distance from the previous spot, B's 1. The referee correctly wound the clock. The officials should notify, but are not required to, Team A's head coach that the game clock will start on the ready for play.


7. RULING: Game over. Final score A27-B28. The clock would not have stopped if A88 was ruled down in the field of play. Therefore, time is not put back on the clock. If Team A had a timeout remaining, they would take the timeout and the game clock would be set to 0:02, the time on the clock when the ball carrier was down.
