QUIZ ANSWERS: 2011 WEEK #13


1. RULING: B 1/10 A32. The foul is for illegally kicking the ball, not an illegal kick. Team B will accept the 10-yard penalty enforced from the spot of the foul, A's 42. The penalty carries a loss of down and is more advantageous than taking the result of the play. There was no scrimmage kick during the down so the tack-on penalty is not an option.


2. RULING: A f/k A30. DQ B94. The penalty is declined by rule if Team A accepts the points. This is a fact during regulation and extra periods. The penalty would be enforced on the kickoff if the foul occurred during a try in regulation and from the succeeding spot if the foul occurred during a try in extra periods.


3. RULING: B 1/10 B28. Teammates of the ball carrier or passer may interfere for him by blocking but shall not use interlocked interference by grasping or encircling one another in any manner while contacting an opponent. The 5-yard, yes 5-yard, penalty is enforced from the spot of the foul, B’s 33. The spot of the foul is where there was first contact with the opponent, B’s 33. This play occurred in a game played on October 29, 2011. NOTE: Is this rule really necessary?


4. RULING: A 4/20 A30; Snap. The ball becomes dead when recovered by B44. A88 is not able to legally recover the ball so A88 fouls when he pushes B23 in the back. The push in the back would be legal after B44 muffed the ball provided B44 did not have an opportunity to complete the catch. Team B is likely to accept the 10-yard penalty from the previous spot, A's 40. If Team B wants the ball, the 10-yard penalty would be enforced from the spot where the subsequent dead ball belongs to Team B, B's 8. It would be B 1/10 B18; Snap.


5. RULING: A retry B-3/4. The 5-yard penalty for B77's offside foul is enforced from the previous spot, B's 3. The 15-yard penalty for B66's dead ball personal foul is enforced half the distance from the succeeding spot, B's 1-1/2. After the try, it will be A f/k A45 after enforcement of the 15-yard penalty for B94's personal foul. Once Team A elects to have the penalty for B94's foul enforced on the succeeding kickoff, they cannot later elect to enforce the penalty on the try.


6. RULING: A 1/25 B45. DQ A18. Team A established a new series on B's 30. The foul occurred after the ready for play. The penalty for a dead ball foul incurred after a series ends and before the next ready for play signal shall be enforced before the line to gain is established. If the foul occurred prior to the U spotting the ball, it would be A 1/10 B45.


7. RULING: A 2/11 A29. The 10-yard penalty is enforced from the spot of the foul, A's 39, which is behind the end of the run, B's 48. The completion of a penalty for a live ball foul overrides application of the inadvertent whistle options. If A66 did not foul, it would be A 1/10 B48 as Team A would not elect to replay the down.
