QUIZ ANSWERS: 2011 WEEK #10


1. RULING: B 1/10 A36. The ball became dead when touched by A84 who has a foot out of bounds. This is considered a free kick out of bounds and a foul. The 5-yard penalty will be enforced from the spot where the subsequent dead ball belongs to Team B, A's 41. A84 did not commit a foul because he did not return inbounds. If A84 returned inbounds and recovered the ball on A's 41, Team B would have the 5-yard penalty enforced from the previous spot and have Team A rekick.


2. RULING: B 3/15 B25; Ready. The game clock is set to 0:06. The play clock is off. Team B will accept the penalty and elect the ZAP 10. If Team B declines the penalty, it would be A 3/16 A26 but the clock would start on the snap (3-3-2-e-14). If one minute remained in the half, the clock would start on the ready whether the penalty was accepted or declined. [RR100507]


3. RULING: A 1/10 B48. B96 fouls during the running play that includes A17's run. The 15-yard penalty is enforced from the previous spot, A's 37. If B96 committed the personal foul after A24 got possession, the 15-yard penalty would be enforced from the end of A24's run, A's 46.


4. RULING: B 1/10 B4 The momentum rule applies since B23 recovered the ball on B's 4. The 10-yard penalty for B55's holding foul, if accepted, would be enforced from the previous spot, A's 30. Team A will decline the penalty. Postscrimmage kick enforcement only applies to a scrimmage kick.


5. RULING: B 1/10 B9. The play is reviewable. Team B will next put the ball in play. Thus, postscrimmage kick enforcement applies. The 15-yard penalty is enforced half the distance from the end of the kick, B's 18. B44's fumble went forward and out of bounds, even though the ball did not cross the sideline, and is returned to the spot of the fumble, A's 48. Declination of the penalty results in B 1/10 A48. 6. RULING: A 1/10 B10. When defensive pass interference also involves a personal foul, the offending team may accept the penalty for either foul. Team A will accept the penalty for the defensive pass interference foul. The 15-yard penalty is enforced 15 yards from the previous spot, B's 25. The 15-yard penalty for the personal foul would be enforced half the distance from the previous spot, B's 25. If the defensive pass interference involved holding, only the penalty for defensive pass interference can be enforced.


7. RULING: Touchdown. A try B3. The score is A20-B20. A player eligible to touch a legal forward pass may bat the legal forward pass in flight in any direction. By interpretation, propelling the ball by airborne A88 is considered a bat. Legal play. (NOTE: A similar play occurred in the 1991 Peach Bowl. UNC passer threw a legal forward pass toward the sideline. An Auburn player, while airborne at about a 45 degree angle over the sideline received the pass. While still airborne, the Auburn player "flipped" the ball to a teammate who was inbounds. The teammate caught the ball and was then tackled. A good understanding of Rule 2 is beneficial).
