QUIZ ANSWERS: 2011 WEEK #8


1. RULING: Safety. B f/k B20. Team A scores two points. The field goal is ruled unsuccessful since the ball touched a Team A player before crossing over the crossbar between the uprights. Postscrimmage kick enforcement does apply when a field goal attempt is unsuccessful. The basic spot is B's 20. The foul occurred behind the basic spot in B's end zone. DQ B44.


2. RULING: A 1/10 B12; 40. A82 does not foul because A82 does not touch the ball. B24 does not foul because A82 lost his eligibility when he went out of bounds. There are no fouls. The down ends with A88 in possession on B's 12. The play clock cranks up at 40 seconds.


3. RULING: Try ends. No score. A f/k A30. Both teams fouled during the down. Team B does not foul prior to the change of team possession. Therefore, (a) the score will not count; (b) the fouls offset; (c) the try is over; and (d) and there is no replay. (8-3-4-c) [RR051208]


4. RULING: A 1/10 B19; Ready. The clock would start on the ready regardless of the time on the game clock (3-3-2-e-1). If the penalty did not result in a first down, the clock would also start on the ready. The ruling is different if a Team A ball carrier ran out of bounds (3-3-2-d-2). [RR051908]


5. RULING: A 3/1 B31. There are at least two rules that govern this play. First, the pass did not cross the neutral zone since it crossed the sideline behind the neutral zone. Thus, there can be no foul for an ineligible receiver downfield. Second, the passer was out of the tackle box and the pass lands beyond the neutral zone extended. Thus, there can be no foul for intentional grounding. The passer must be the player that receives the snap or else it is a foul for intentional grounding. NOTE: The NFL types indicate that there is no foul for ineligibles downfield even if the pass crosses the neutral zone. From this seat, (a) there is no evidence that the rules editor has bought into this interpretation (no rule change nor approved ruling); and (b) an interpretation for the the play where Team B commits a holding foul or personal foul during the down, and Team A has ineligibles downfield, has not surfaced.


6. RULING: B 1/10 B35. Simultaneous touching won't cut it! The officials must determine who touched the ball first. This is similar to the play that sometimes occurs after the ready for play and before the snap when both teams are in formation. "Simultaneously", wideout A88 lurches forward (false start) and nose tackle B66 contacts the snapper (offside). The referee must use the information provided by the officials and determine what foul occurred first. These fouls cannot be offsetting. In this play, if neither official will back off, the referee will make an executive decision and conclude that A88 touched the kick first. Therefore, illegal touching occurs. It is Team B's ball at the spot of illegal touching, B's 35.


7. RULING: B 1/10 A35. The 15-yard penalty is enforced from the spot of the foul, the 50. Declination of the penalty would result in the down being replayed. In either case, if time expired in a quarter during the down, the period would be extended with an untimed down. If an inadvertent whistle occurs during a down in which a foul occurs and the penalty is accepted, the inadvertent whistle is ignored.
