QUIZ ANSWERS: 2011 WEEK #2


1. RULING: A 1/10 B42. The foul occurred before A33 gained possession of the ball. The basic enforcement spot is the previous spot. If the handoff was quick and clean, it is reasonable to some folks to assume that the foul occurred after A33 took the handoff and therefore the penalty would be enforced from the end of A33's run, B's 42. If the handoff was quick and clean, other folks may assume that the foul occurred before the handoff. That said, the officials must determine if the foul occurred before or after A33 secured the handoff.


2. RULING: A 1/10 B20. The foul is defensive pass interference that also involves a personal foul. Team A will accept the penalty for the personal foul. If B44 held A88, it would be A 1/10 B25. The foul occurred against an eligible receiver beyond the neutral zone and the legal forward pass crossed the neutral zone. There would have been no foul if contact was established above the waist immediately after the snap within one yard beyond the neutral zone. (7-3-9-e)


3. RULING: Touchdown (2 points). A f/k A15. Distance penalties for fouls during a try after a change of team possession are declined by rule except for flagrant personal fouls and unsportsmanlike fouls. The penalty for A64's personal foul is declined by rule. The 15-yard penalty for A14's unsportsmanlike foul is enforced on the succeeding kickoff. (8-3-4-a)


4. RULING: A 4/5 A40. Incomplete legal forward pass. Legal play, not a foul for intentional grounding. The passer only needs to get the ball into an area code where there is an eligible receiver, whether or not the receiver has a chance of catching the pass. 5. RULING: A 1/goal B8; Ready. Adjust the game clock to the time on the clock when A33 recovers A16’s fumble. The ball becomes dead when recovered by A33. This was A16’s second fumble during the down. There are two running plays during the down that involve a run by A16. The foul occurred during the running play that included A16’s first fumble, behind the neutral zone, so the basic spot is the previous spot. The 15-yard penalty is enforced half the distance from the previous spot, B's 16, and includes a first down.


6. RULING: Touchdown. B try A3. A64 commits an illegal motion foul which is a live ball foul. This is not a false start since A64 did not simulate action at the snap. This is not a false start due to an illegal shift of the second kind. It is not even a shift. The penalty is declined by rule. If A64 was moving with the rest of the Team A players prior to the snap and never set, then the foul would be a dead ball foul.


7. RULING: B 1/10 B12. Postscrimmage kick enforcement applies. The 15-yard penalty is enforced half the distance from the spot of the foul, B’s 24. If the kick was successful, Team A could accept the three points or decline the points and accept a 15-yard penalty from the previous spot. If they accept the points, the penalty against B56 is declined by rule.
