QUIZ ANSWERS: 2010 WEEK #8


1. RULING: A 4/17 A33. A27 commits illegal motion and illegal position fouls. The tight end, A88, is an eligible receiver since he is legally on the end of the line and is wearing the proper number. A27 is considered illegally in motion. A27 is also considered neither on his scrimmage line nor behind the backfield line. A27 is not a back. A27 is not a lineman. If Team B accepts the penalty, it would be A 3/22 A28. (A.R. 7-3-3-I)


2. RULING: Touchdown. A try B3. A24 is charged with a fumble. There is no rule forbidding Team B players from going out of bounds and returning inbounds. On the other hand, all Team A players are prohibited from returning inbounds after voluntarily going out of bounds during a kick down (6-1-2-f and 6-3-12). Also, a Team A pass receiver will lose his eligibility if he goes out of bounds voluntarily (7-3-4). Neither of these rules apply to A24 in this play. A24 recovered the fumble inbounds. It would also be a touchdown if the play occurred on fourth down.


3. RULING: A f/k A30. Team A scores one point. Team A has five linemen numbered 50-79 so there were no exceptions to the mandatory numbering rule. COMMENT: Assume that Team A does have an exception to the mandatory numbering rule for the rest of this comment. Assume that the snapper slings the ball in a legal snapping motion to A33 who waltzes into B's end zone. If the rules editor rules that this swinging gate formation is a scrimmage kick formation, the points count. If the rules editor rules that this is not a scrimmage kick formation (not obvious a kick will be made), then Team A commits an illegal formation foul. If Team A was considered in a scrimmage kick formation while in the swinging gate formation and then shift into formation for the kick, A85 would have to be covered at the snap since he was covered when the snapper touched the ball.


4. RULING: B 1/goal A9. A6's fourth down fumble is recovered by a teammate, A46, in advance of the spot of the fumble. The ball is returned to the spot of the fumble, A's 18. The 15-yard penalty for A68's dead ball personal foul is enforced half the distance from the succeeding spot, A's 18. Time may have to be put back on the clock.


5. RULING: B 1/10 A14. Team B will decline offsetting fouls. Team A will then accept the penalty for B66's foul. The 10-yard penalty will be enforced from the end of B97's run, B's 4. NOTE: If Team B was behind by three points, for example, and time expired in the fourth quarter during the down, Team B would really have to accept offsetting fouls. If they decline offsetting fouls, Team A will then decline the penalty for B66's foul and the game will be over.


6. RULING: A retry B3. DQ A66. Team B fouled before a change of team possession. The fouls offset. There is no yardage enforced for A66's flagrant personal foul since the live ball foul becomes part of the offsetting fouls.


7. RULING: A 1/10 B11. The ball is placed at the left hash mark. B47 commits both defensive pass interference and a personal foul. It is more advantageous for Team A to accept the penalty for the pass interference. The 15-yard penalty is enforced from the previous spot with no half the distance provision. If Team A accepted the penalty for the personal foul, it would be A 1/10 B13. There is no need to consult the captains. If the foul occurred on B’s 16, it would be more advantageous for Team A to accept the penalty for the personal foul. It would be A 1/10 B13 as opposed to A 1/10 B16. In any case, the penalty for the personal foul is not tacked on to the end of A88’s run. (jo100210)
