QUIZ ANSWERS: 2010 WEEK #7


1. RULING: Touchback. B 1/10 B20. The play is reviewable under, "Forward pass touched by a player or an official" (12-3-2-b). It is legal for B44 to push, but not pull, an opponent after the pass is touched. Thus, B44 does not foul. It is not a foul for a Team B player to go out of bounds and return and touch a legal forward pass. The restriction only applies to Team A players. The ruling would be the same if B44 controlled the pass while airborne and landed in B's end zone. If there was no replay, it would be A 1/10 B15.


2. RULING: Safety. A f/k A20. Intentional grounding. The penalty is enforced from A’s goal line resulting in a safety. If this was a fourth down play, Team B could decline the penalty. It would be B 1/goal A6. The play is reviewable since it does involve a scoring play and it does involve the ball/goal line (12-3-1-a). The rule where the passer has to have his entire body beyond the neutral zone to be flagged for an illegal forward pass foul only pertains to the neutral zone. In plays involving the goal line and the player, it is the location of the ball and not the player that determines the call on the field. (ho092510) {updated 10/12/10 - no change in ruling}


3. RULING: A 2/1 A19; Ready. B96 commits an illegal batting foul by batting the fumble in any direction while the ball is in A's end zone. It does not matter whether or not the fumble is in flight. The basic enforcement spot is the previous spot. The 15-yard penalty is enforced from the previous spot, A's 4.


4. RULING: A 4/2 A38. The play is reviewable under "catch, recovery or touching of a loose ball by a player potentially touching a sideline or end line" (12-3-3-h). The ball became dead when the ball was touched by B66 who was out of bounds. A74 recovered a dead ball. The fumble went forward and out of bounds even though it did not cross the plane of the sideline. The ball is returned to the spot of the fumble, A's 38. If this play occurred between the hash marks with out of bounds not involved, it would be A 1/10 A42. This is true even though replay shows that B66 controlled the ball while grounded. This play would not be reviewable since the sideline and end line would not be involved. Without replay, it would be A 1/10 A42.


5. RULING: Safety. Game over. The final score is A30-B28. The kick ends when the ball hit the goal line pylon in B's end zone. The impetus for the ball being in B's end zone is the muff by B86 when the ball was at rest in the field of play. The result of the play is the safety. The clock starts when the ball is touched by B84.


6. RULING: B 1/10 B45. B90 commits a dead ball personal foul when he pushes A7 down and an unsportsmanlike act when he taunts A7. A personal foul is not considered an unsportsmanlike act. Therefore, B90 did not commit two unsportsmanlike fouls and is not disqualified. A CCA video a few years ago indicated that when a player commits two unsportsmanlike fouls at about the same time (e.g. taunting and removing helmet), this is considered as one unsportsmanlike foul. If the second foul is well after the first foul (e.g. end zone and then near team area), this was ruled two fouls. Finding the fine line between one foul and two fouls is not an exact science. Team B does not become Team A until the ready for play. Team B is 55 yards from A's goal line.


7. RULING: B 1/10 B37. The play is reviewable under, "Ball carrier's forward progress with respect to a first down" (12-3-3-e). The ball became dead when A88 hit the ground out of bounds. The most forward part of the ball when declared out of bounds between the end lines is the point of forward progress even if the ball is outside the sideline. When a ball carrier dives or jumps toward the sideline and is airborne as he crosses the sideline, then forward progress is determined by the position of the ball as it crosses the sideline. The logic for this rule is the same logic that applies at the goal line pylon. See 2010 Mini Missive #10. (dd092510)
