QUIZ ANSWERS: 2010 WEEK #6


1. RULING: A 1/10 B32; Ready. The challenge is permitted since there was no live ball after the challenged play. The game clock is adjusted to the time on the clock when the referee gave the ready for play following the first down. The penalty for the illegal touching foul is loss of down at the previous spot bringing up A 4/17 B47. The false start is ignored since the penalty is less than 15 yards. The 15-yard penalty is enforced from the succeeding spot, B's 47 and carries a first down. Without replay, it is A 1/10 B18.


2. RULING: A 3/2 B22. The play is reviewable based on, "A forward pass touched by a player or an official". The 10-yard penalty is enforced from the previous spot, B's 32. The penalty does not carry a first down since the foul occurred after the pass was touched. There is no need for a game clock adjustment since the clock starts on the snap. The reversal results in a 35-yard field goal attempt as opposed to a 42-yard field goal attempt. Without replay, it is A 1/10 B27. Team A does not have the option to accept a penalty for defensive holding as opposed to the shorter penalty for defensive pass interference. When a pass interference foul also involves a personal foul, then Team A would be permitted to take the penalty for either defensive pass interference or the personal foul.


3. RULING: A 3/44 A46; Ready. Team B will most likely accept the penalty for A64's holding foul. The 10-yard penalty is enforced from the spot of the foul, B's 29, since the spot of the foul is behind the end of the run and in advance of the previous spot. The 15-yard penalty for A66's dead ball foul is enforced from the succeeding spot, B's 39. If Team B declined the penalty for A66's holding foul, it would be A 4/17 B27.


4. RULING: A 1/10 B27; Ready. B44 commits a defensive pass interference foul. The pass was catchable when the foul occurred (A.R. 2-19-4-I). If the touching by B45 occurs before the contact by B44, there is no defensive pass interference foul although another foul is possible (A.R. 2-19-4-II). The timing of the contact relative to the interception is critical for determining foul or no foul. (pm092510)


5. RULING: A f/k A45. Postscrimmage kick enforcement applies only to scrimmage kicks but not during a try, successful field goal or in an extra period. The basic enforcement spot for fouls that occur during a free kick is the previous spot. If the penalty is declined, it would be B 1/10 A40. The penalty will be accepted.


6. RULING: A 1/10 B13. Postscrimmage kick enforcement does not apply in extra periods. The 15-yard penalty is enforced half the distance from the previous spot, B's 26, with Team A retaining the ball. If this field goal attempt was during regulation play, it would be B 1/10 B5 since the postscrimmage kick spot is B's 10. If this field goal attempt was during regulation play and a Team B player did not touch the ball after it crossed the neutral zone, it would be B 1/10 B9 since the postscrimmage kick spot would be the previous spot, B's 26 and the penalty would be enforced from the spot of the foul, B's 18.


7. RULING: B 1/10 B1. The play is reviewable under, "Live ball breaking the plane of a goal line while in a ball carrier's possession". After a thorough review, the ruling on the field stands. Reliable sources state that neither momentum nor a touchback ruling is reviewable, but the position of the ball in possession related to the goal line is reviewable. It appears that the replay official looks at where the catch or recovery was completed and if that differs from the call on the field, the call on the field is reversed and the game officials rule safety (possible but unlikely), touchback or momentum.
