EXTENSION OF PERIODS [3-2-3-a-1]

3-2-3-a-1 (Current): The period is not extended if the foul is by the team in possession and the statement of the penalty includes loss of down.

3-2-3-a-1 (Proposed): If the foul is by the team in possession and the statement of the penalty includes loss of down, the period may or may not be extended at the option of the offended team.
