2017 NCAA FOOTBALL RULE and INTERPRETATION CHANGES

NOTE: These plays are based on the 2017 Rules and Interpretations online book. Any new interpretations may, or may not, be consistent with the applicable rule. Assume replay used in game.

RULING

1
4th/goal B10. A9's field goal attempt is blocked and hits the ground on B's 7. The ball then rebounds to B's 13 where B44 muffs it. A66 recovers on (a) B's 11; or (b) B's 9.
(a) A 1/10 B11; (b) A 1/1goal B9. A Team B player touched the ball after the kick crossed the neutral zone. A66 may recover but may not advance. Rule 8-4-2 has been updated to be consistent with other scrimmage kick rules. [8-4-2-b]

2nd/8 A42. A16 takes the snap and runs outside the tackle box. He fumbles the ball which bounces back up into his possession. He then passes the ball into an area beyond the neutral zone where there are no eligible receivers.
A 3/8 A42. Legal play. The words, "does not relinquish possession to another player" replaces "retains possession" in Rule 7-3-2-h Exception. [7-3-2-h]

2nd/7 A5. Second quarter. A16 is flagged for intentional grounding from A's end zone. The game clock shows 0:18.
Safety. A f/k A20. Team B will accept the penalty. If Team B accepts the ZAP 10, the game clock is set to 0:08 and will start on the ready. Yep, ready on the free kick. If not, the game clock remains at 0:18 and will start when the ball is legally touched in the field of play. [3-3-2-e-14]

4th/16 B26. B44 runs forward from beyond the neutral zone and leaps or hurdles in an attempt to block A7's field goal attempt. B44 does not land on any player. A7's attempt is wide right.
A 1/10 B13. It is not necessary for B44 to land on any player. It doesn't matter if B44 hurdles over a lineman, leaps over the gap between players or even crosses the neutral zone. It would not be a foul if B44 was aligned in a stationary position within one yard of the neutral zone at the snap. [9-1-11-b]

4th/20 A30. A6 punts. B44 muffs the ball on B's 35. The ball is bouncing on the ground when the BJ showers down on the whistle. A88 recovers the ball on B's 32 in the immediate continuing action. B22 holds on the 50 during the kick.
A 1/10 B32. The penalty is declined. Without replay, inadvertent whistle rules apply. It would be A 4/10 A40. [12-3-3-l]

4th/20 A30. A6 punts. B44 muffs the ball on B's 35. The ball is bouncing on the ground when the BJ showers down on the whistle. Replay is unable to determine who recovers the ball in the immediate continuing action. B22 holds on the 50 during the kick.
B 1/10 B25. B44 is considered to have caught the ball (yikes!). Postscrimmage kick enforcement applies. The PSK spot is B's 35. Without replay, inadvertent whistle rules apply. It would be A 4/10 A40. {12-3-3-l]

B 1/10 B22. The kick ends on B's 32. Postscrimmage kick enforcement applies. Without replay, inadvertent whistle rules apply. It would be A 4/10 A40. [12-3-3-l]
