2013 MINI MISSIVE #7

OFFSETTING FOULS - [10-1-4 Exception 1]

If live ball fouls by both teams are reported to the referee, the fouls offset and the down is replayed except that offsetting fouls may be declined based on (a) the "clean hands' rule; and (b) postscrimmage kick enforcement.
NOTE: Crew coordination to determine who did what, when and where could prolong your officiating career.

RULING
1
3rd/6 B36. The score is A13-B14. A88 catches A12's legal forward pass on B's 28 and fumbles on B's 23. B44 recovers on B's 22 and fumbles on A's 2. The ball goes out of bounds on A's 1. Team A has an illegal formation at the snap. B55 blocks A88 in the back on A's 7 during B44's run. Time expires in the first half during the down.

Half ends. Team B did not foul before last gaining team possession and will decline offsetting fouls. Then, Team A may, and will, decline the penalty for B65's foul. If time remained, Team A would accept the penalty for Team B's foul. It would be B 1/10 A17. If time remained and B44's fumble hit A's goal line pylon, it would be A 1/10 A20.

2
3rd/2 A48. B44 intercepts A16's legal forward pass and advances to A's 30 where he throws a backward pass to B67 who muffs the ball on A's 35. The backward pass rolls out of bounds on A's 43. Team A is in an illegal formation at the snap. During B44's run, B77 blocked A66 in the back on A's 28.

B 1/10 A43. Team B will decline offsetting fouls. Team A then has the option for completing the penalty for Team B's foul. Team A will decline the penalty. If Team A accepted the 10-yard penalty, it would be B's ball on A's 40 or three yards in advance of A's 43.

3
4th/goal B6. The score is A26-B28. A7's field goal attempt is blocked. B44 catches the ball in B's end zone and advances across Team A's goal line. Team A has an illegal formation at the snap. B55 blocks A88 in the back in Team B's end zone during B44's run. Time expires in the second half during the down.

B f/k B20. Extend the period. The score will be A28-B28. Team B will decline offsetting fouls. Then, Team A will accept the penalty for Team B's foul resulting in a safety. Team B will unlikely risk accepting offsetting fouls and allow Team A to attempt a chip shot field goal from B's 6.

4
4th/10 A40. A9's punt is shanked and rolls out of bounds on A's 43. A77 and B96 get in a fight on A's 36 during the kick.

B 1/10 B42. DQ A77 & B96. PSKE applies since the punt crossed the neutral zone. Team B will decline offsetting fouls. Team A then has the option for completing the penalty for the Team B foul. Team A will accept the penalty. Team B could, but will not, elect offsetting fouls to replay the down.

5
4th/2 B12. The score is A22-B24. A4's field goal attempt is blocked. B44 recovers the kick on B's 6 and advances to B's 38 where he is downed. Team A commits an illegal shift foul. During the kick, B97 blocks A55 below the waist on B's 8. Time expires in the fourth quarter during the down.

B 1/10 B3. Team B next puts the ball in play. PSKE applies. Team B will decline offsetting fouls. If they acccepted offsetting fouls, it would be A 4/2 B12. Team A's only hope is to accept the penalty for B97's foul and score after the snap.
