"Tack-on" Penalty Enforcement - 10-2-4

Rule 10-2-4: Penalties for all fouls by the kicking team other than kick-catch interference during a free kick play or a scrimmage kick play (except field goal plays) are enforced at the previous spot or at the spot where the subsequent dead ball belongs to Team B, at the option of Team B. "Belongs to" is defined in Rule 2-4-2. All options may not always be listed under RULING.

Comment: The penalty may be enforced from the spot of illegal touching only if the spot of illegal touching is the spot where the ball becomes dead. This spot could be called the spot of "illegal recovery". Rules 6-3-13 and 10-2-4 were changed on or about August 12, 2012. It appears that "where the subsequent dead ball belongs to Team B" is now "where Team B would next put the ball in play". Ruling #1 would then be B 1/10 A13.
