ILLEGAL TOUCHING IN FIELD OF PLAY DURING KICKS

The spot of illegal touching in the field of play is not an enforcement spot unless it is also the dead ball spot.

RULING

1
A 4/20 B40. A88 commits an illegal touching violation on B's 26 and then recovers the kick on B's 14. A64 held behind the neutral zone during the down.

B 1/10 B26. Team B will likely elect to take the ball at the spot of illegal touching, B's 26. If A88 recovers on B's 18, then B 1/10 B28 (tack on). Team B could also elect previous spot enforcement.

A 4/20 B40. A88 commits an illegal touching violation on B's 14. B44 recovers on B's 8 and advances to B's 12 where he is downed. B84 commits a holding foul on B's 18 prior to B44's possession.

B 1/10 B4. Postscrimmage kick enforcement applies. The penalty is enforced from B's 8. Team B may not elect to take the ball at the spot of illegal touching before the penalty is enforced.

A 4/10 B40. Team B will accept offsetting fouls. If not, Team A will accept the penalty for B84's foul. It would be B 1/10 B4 as postscrimmage kick enforcement applies.

B 1/10 B23. Acceptance of the penalty cancels the illegal touching privilege. If Team A declines the penalty, Team B would take the ball on B's 36. Team A will accept the penalty.
