RULING

1
Third and 4 on B's 14. The score is A24-B27. Team A has no timeouts remaining. A12 takes the snap and pitches the ball backward to A19 who is running to the right. A19 is outside the tackle box and pressured by B96 so A19 throws the ball into the upper deck with the ball crossing the sideline on B's 9. The clock shows 0:09 in the fourth quarter.
Game ends. The final score is A24-B27. The pass by A19 is an illegal forward pass to conserve yardage since A19 did not receive the snap. The penalty is loss of down at the spot of the foul. Since the penalty is accepted, Team B can and will elect the ZAP 10. (7-3-2-h-Exception)
2
Fourth and 16 on A's 34. A8's punt rolls out of bounds on B's 46. B96 evades blocking back A33 but A33 is able to turn and legally block B96 into the kicker.
B 1/10 B46. There are no fouls on the play. Prior to 2011, this would have been a roughing the kicker foul but it would not have been a roughing the kicker foul if A33's block was a foul. If a foul by A33, the penalty would more than likely be enforced from the spot where the subsequent dead ball belongs to Team B, B's 46. (9-1-16-a-5)
3
Third and 12 on B's 22. The score is A27-B28. Team A is out of timeouts. Team A lines up to attempt a field goal. The snap is high and caught by A4 who runs to B's 9 where his attempted backward pass goes forward and is incomplete. During A4's run, A66 commits a clipping foul on B's 25. The clock shows 0:18 when the down ends.
A 3/27 B37. Team B will accept the 15-yard penalty for A's clipping foul. Since Team B declines the penalty for the illegal forward pass which caused the clock to stop, Team B may not elect the ZAP 10. Since there is no ZAP 10, the clock starts on the snap
(RR bulletin). (3-4-4)
4
*** Rule Change on 6/22/11 ***
Third and 6 on B's 36. B44 lines up facing end A88 who is on the line of scrimmage. As A88 comes off the line toward B44, B44 blocks A88 below the waist two yards beyond the neutral zone. QB A18, intending a quick pass to A88, tucks the ball and is downed on B's 39.
NOTE: See Example #4 on the NCAA Football Rule Change bulletin, Blocking Below the Waist: Defensive Players.
A 1/10 B21. Foul by B44 for blocking below the waist against an eligible receiver beyond the neutral zone. [9-1-6-Exception 2(c)] If B44's block occurred while a pass (crosses neutral zone and catchable) is airborne, it would be defensive pass interference.
NOTE: It is not defensive pass interference when, after the snap, opposing players immediately charge and establish contact with opponents at a point that is within one yard beyond the neutral zone. (7-3-8-c-1)
5
Fourth and 6 on B's 16. The score is A21-B24. At the snap, potential kicker A8 is in position to attempt a kick. Potential holder A3, with a knee on the ground, catches the snap and fakes a backward pass to A8 who is no longer in position to kick a field goal. As runner A8 (not ball carrier) starts to advance, A3 rises and throws a pass that A88 catches in B's end zone.
Touchdown. A8 was in position to kick the ball at the snap so this play is now legal. Prior to the 2010 NCAA Bulletin #4, Play #8, dated October 21, 2010, the long standing interpretation was that the ball would become dead when A8 left his kicking position and A3 had the ball with his knee on the ground.
